Koishikawa Botanical Garden is located in the center of northern half of central Tokyo. It was established as a medicinal herb garden in 1689 and a hospital for poor people was established in 1722 in the garden. The garden is operated by the University of Tokyo Graduate School of Science since 1877.
While the garden is well kept and controlled, there are lives and powers escaping or exceeding the control.
